ABSTRACT

This chapter emphasizes community-based and stakeholder-involved pre- and post-disaster recovery planning. Strategies for managing both disaster planning are highlighted including participatory, citizen-science approaches, as well as more conventional planning efforts. Skill sets that support community-based planning, such as community organizing, are discussed. Key elements of recovery plans will be addressed to lay a foundation for chapters to come. While common planning templates will be presented, the overall approach will emphasize that planning must reflect local contexts, needs, and involvement.
