ABSTRACT

This final chapter assesses the effectiveness of current weights and measures regulation and forecasts the future direction of weights and measures regulation in the near term and long term. Current regulatory issues include difficulty in developing suitable measures of effectiveness, effects of partial privatization of inspections, loss of general fund monies and reliance on regulatory fees, and optimum device inspection frequency for most effective and efficient allocation of resources. Future issues include device registration fees and the projected decline of weighing and measuring devices, regulation of growing internet sales, new technology and need for new inspection procedures, detection of electronic fraud, the increasing package inspection workload, weights and measures regulatory program budgets, and declining weights and measure inspector staffs.
