ABSTRACT
This chapter composes and presents an analytical framework containing the package of conceptual materials which supports the argument of this book. It consists of three elements: a set of three key terms, the technique of comparative analysis which informs this book, and four hallmarks of a competent healthcare system proposed as a heuristic guide for healthcare reforms in Ghana.
