ABSTRACT

Specifications and requirements are a major factor in the ultimate success of a solicitation and any resulting contract. Procurement should conduct a thorough review of the content for clarity, consistency, and ambiguities, verify that they reflect current standards, and ensure they are not unnecessarily restrictive in nature to achieve the best end result. Though reviewing specifications and requirements involves a significant amount of time, well-defined specifications and requirements will ultimately result in saving the entity time when responding to solicitation protests, reducing the possibility of contract disputes, and lessening the potential of overpaying for goods or services.
