ABSTRACT

The fourth chapter details the successes and failures of REDD+ pilots in Central Sulawesi, a province with one of the highest rates of forest loss in Indonesia. It covers the implementation of measures for Free, Prior and Informed Consent for REDD+ in two village pilots, explaining the broader backdrop for the rejection of one pilot and the acceptance of the other. The chapter shows both how REDD+ struggled to change political culture in the province and how various political contestations affected outcomes. It concludes by reviewing the provincial primary forest loss data for Central Sulawesi against the pilots’ results.
