ABSTRACT

Based on different theories of management, the characteristics in functioning and performance of school-based management (SBM) and external control management are contrastingly different. It was expected that the international movements of SBM since 1990s could facilitate schools to achieve multiple school functions and effectiveness in a fast changing environment. After its worldwide implementation in the past decades, it would be interesting to revisit the theory of SBM and see if it is valid and useful for implementing initiatives in various waves of education reforms. In particular, this chapter aims to explore how the theory of SBM and its related practice should be adapted to achieve a new vision for paradigm shift towards the third wave education in the 21st century.
