ABSTRACT
By linking the implementation of low-carbon development patterns to the rules-in-use that structure land use and transportation governance in metropolitan regions, this book provides tangible suggestions and input to lawmakers and advocates. The last chapter discusses the influence of planning legislation on ensuring that transit investments are matched with supporting land uses. Planning legislations shape the responsibilities of public entities and can intentionally create interdependencies to ensure coordinated decision-making.
