ABSTRACT

This chapter provides a deep dive into the rules-in-use empowering local governments to jointly implement low-carbon development patterns in the Metro Vancouver region. The provincial planning legislation provides a unique framework for coordination that evolves around a Regional Growth Strategy (RGS). The RGS serves as a contract among local governments which has implications for the regional transit provider’s investment decisions. Understanding the rules-in-use in the Metro Vancouver region gives a fresh perspective on how to empower local land use interests towards a regional vision.
