ABSTRACT
This chapter explores the rules-in-use around the Regional Growth Strategy in the Puget Sound region (Washington State, USA) and outlines approaches for self-regulation to work collaboratively on low-carbon development patterns at the regional level. The chapter highlights policies and opportunities that foster plan consistency between local and regional entities.
