ABSTRACT

This chapter discusses the China-Libya relationship as an instrument for realizing PRC’s new Silk Road grand strategy. The main argument is that Beijing’s BRI grand strategy and the relationship with Libya has a key role in fulfilling the Chinese Dream and cementing the CPC leadership. There is a direct connection between PRC’s relationship with Libya and the new Silk Road grand strategy. Therefore, the key to understanding China’s upgraded involvement in Libya must be in the context of the BRI framework. The new Silk Road grand strategy is an essential guide for China-Libya’s relationship. It also explores the possible synergy between the new Silk Road grand strategy and Libya’s post-conflict reconstruction. China’s relationship with Libya within the BRI grand strategy includes three primary areas: Policy coordination, enhancement of trade, and energy cooperation.
