ABSTRACT

This chapter centres on two central questions: Firstly, what are the geographical and hydrological characteristics of Lake Naivasha and Lake Wamala? Secondly, which actors are involved in the water sector and which influences do they have on matters related to the distribution and the accessibility of the water resources? The chapter provides answers to these two guiding questions, focusing on the economic importance of the lakes and tracing how the institutional and water governance framework changed both the population composition and the number of public and private stakeholders which are located around the lake basins. The analysis of the actors living and sharing the resources around the lake draws on SA to identify the interests in the water and influences of the stakeholders to access the water. The discussion centres on the interests each group of stakeholders have with respect to the water resources. As interests in water involve interests in land resources as well, interests in the lake’s resources imply interests in water and land resources. It shows that the influences of the stakeholders shift the location of the actors within the lake basin.
