The origins of social work as a social movement

Among those who formed a bridge between the three forms of social action we considered in the last chapter, two are particularly important in the development of social work, Octavia Hill and Canon Barnett. We will first examine the forms of social action with which they are associated and then see how social work developed in a particular social context.
