ABSTRACT

The Expeditionary Force had been created and the Territorial and Reserve Forces Bill had been passed. It remained to give a central doctrine to the new Army organization of Haldane’s creation, and to provide the means for its direction and command in War. The whole of the proposals of the Ward Committee were, in general terms, accepted by the Army Council. An Imperial Conference of Premiers was held in London in 1907. In readiness for this meeting, the General Staff at the War Office had prepared a Memorandum on the ‘Possibility of Assimilating War Organization throughout the Empire’. By the close of 1909 the Expeditionary Force had been created, the Special Reserve, the Territorial Force and the Officers’ Training Corps were in being, and the major portion of the work had been done towards the establishment of an Imperial General Staff.
