The case for county borough creations and extensions should stand on the same footing as the need to ensure a proper organization of local government on a two-tier basis in those parts of the conurbation lying outside county boroughs. The concordat included a proposal for a statutory Local Government Commission to review counties, county boroughs and conurbations in England and a separate Commission for Wales. Their reports would be presented to the Minister and their recommendations embodied in Ministerial orders, with any amendments the Minister might choose to make, and be submitted by him to Parliament for approval or rejection. The concordat dealt at length with the review of county districts by county councils. This could include the alteration of district boundaries and the making of recommendations to the Minister for dividing, extending, altering or amalgamating their areas, and for demoting non-county boroughs to urban districts.
