ABSTRACT

Increases in the number of county boroughs or the enlargement of their boundaries can only be made at the expense of the counties in which they are located. The spokesmen for the county councils give the impression that the counties have been severely injured by the growth and expansion of county boroughs. From 1931 to 1951 the population of the counties grew six times as fast; while since 1951 the whole increase of population has occurred in the county areas. In 1921 the counties had 58 per cent of the population in England and the county boroughs 42 per cent. Today, the county share has risen to 65 per cent and the county borough share has fallen to 35 per cent.
