ABSTRACT

The Local Government Commission for Wales was faced with a much harder task owing to the fact that all possibility of one or more Special Review Areas for Wales was omitted due to pressure brought by Welsh M.P.s when the Local Government Act, 1958 was before the Standing Committee of the House of Commons. A good idea of the attitude of Welsh local authorities to reform can be obtained from the Commission's report. With the exception of Flintshire all the counties receive Rate Deficiency Grants at a higher percentage than the average for county councils in England and Wales. The Commission formed three main conclusions: That several of the counties are too small in population and with insufficient resources to provide a satisfactory standard of services. The Local Government Commission for Wales was in effect invited, in its own words, 'to fossilize existing situations'.
