ABSTRACT

This chapter provides a description of the various types of artificial intelligence, together with a compendium of their varied uses in cyber operations specifically. The chapter encompasses the summary of these issues compiled by the Peace Research Institute Oslo (PRIO) as a key focus in our overall project on uses of AI by military forces. We offer an evaluation of the risks to privacy, security, personal freedom, and social welfare arising from the increasing reliance on AI in both defensive and offensive cyber conflict, focusing in particular on the risks of unintended or unforeseen consequences stemming from reliance upon AI during such operations. Finally, the chapter outlines the principal legal issues raised by blending AI with cyber operations and suggests possible legal remedies for each. Likewise, we outline the corresponding moral challenges presented, alongside the potential benefits offered, through the use of AI in these operational contexts.
