ABSTRACT

The Borough Council’s position was clarified somewhat in June 1975, when in its magazine it stated that ‘the whole subject of future expansion had been raised on many occasions in the past ten years, and the Borough Council, despite reservations, have always been aware that an expansion of approximately 1,000 acres is necessary to meet local requirements’. The new General Manager, Mr Jack Greenwood, was appointed in July: he had been Chief Finance Officer since 1967, and Deputy before that. It is hardly necessary to point out that it had not been just the past two years in which the employers had acted in an uncertain or inaccurate manner. In November both the Corporation and the Council issued a statement asserting that if the Hertfordshire County Council’s Structure Plan was adopted, it could end any chances of school leavers obtaining employment.
