ABSTRACT

The Circular noted that: The policy of encouraging the growth of owner-occupation in New Towns obviously requires that sales of Corporation houses should not be inhibited by lack of finance. The Corporation, in the Annual Report, stated that the offer to sell houses to sitting tenants at market value had received a relatively poor response, despite the special financial arrangements which had been made. The report began by saying that during 1969 the Corporation’s Consultant Planner and the research staff of the Social Relations Department examined afresh the subjects of population, employment and housing in Stevenage, with their implications for planning. The County Council began 1971, much to the Corporation’s consternation, by deferring the contribution to the building of Road 9 until further traffic studies had been undertaken.
