ABSTRACT
This chapter asks the question: who really cares about total inclusivity in higher education? Underlying this is a question about the purpose of universities. Are they simply concerned with the education of students? Or embedding democracy through creating an educated and responsible citizenry? Or is their purpose the perpetuation of elite knowledge through peer-reviewed journal articles? Generating international revenue through the attraction of international students? Facilitating the development of patents for industry? Or is their purpose the consolidation of white, male hierarchies of power and its legitimation? Is there any difference between the purpose of public versus private universities? Who are the key stakeholders – students, elites in society, industry, the state? This chapter asks whether higher educational institutions are increasingly diverse, so that there is no need for TI. Finally, it identifies possible levers or stakeholders for promoting a TI agenda.
