ABSTRACT

The interplay between the regional entities and the global organisations belonging to the UN system has been an open issue since the foundation of the UN. This crucial question has not only be addressed by the European Union but several times by the African Union, often by drafting a triangular partnership regarding security, development and food. In fact, the multilayered governance which is developing in almost all continents is not just a descriptive concept: it is a leverage for a more legitimate and binding regulation strengthening weak states. In spite of shortcomings and failures today there is nothing to compare with the governance in the period after the war and colonisation. There are a series of reform attempts combining general secretary endeavours and bottom-up demands by organisations who would like to transfer the occurring practical change into a reform of the Treaty’s share of responsibilities.
