ABSTRACT

The new High Commissioner was again a soldier, General Sir Arthur Wauchope, K.C.B. The accession of the new High Commissioner, probably merely by coincidence, marked a change. The appointment of a Development Commissioner which had arisen out of a recommendation by Sir John Hope-Simpson unfortunately had no practical results in solving any of the problems. The financial blizzard that broke out in Europe and America at once blew away every prospect of the working capital required being placed at the disposal of the Commissioner. The growth of Jewish immigration, the acquisition of land and the Government encouragement of and refusal to prohibit the alleged misfortunes were the ostensible causes of the outbreak. The smuggling of Jews into Palestine had been prevalent for years, and shiploads of smuggled immigrants had occasionally been landed surreptitiously.
