ABSTRACT
This chapter introduces the assumptions on why government exists in addition to the advent of government failure. The assumptions on why government exists include the furtherance of economic activity, freedom to engage in the activity of daily life, freedom from the tragedy of the commons and the advancement of equality. Types of government failure discussed include information failure, self-interested political and agency actors, electoral incentives toward short-term policy solutions, and agency capture.
