ABSTRACT
Chapter 4 presents a look at the origins of the civil service system and its importance. A hypothetical case study is offered which provides an opportunity for readers to think about and discuss the many considerations that public agencies and administrators must address in dealing with controversy and allegations of wrongdoing.
