ABSTRACT

The book now moves away from considering enrolment and attendance at school to attainment. This chapter presents the results of a worldwide search for existing evidence on the causal link between the use of cash transfers and improved attainment, especially for disadvantaged students. It looks at the use of funds to create new schools and classes, to make school places free at point of entry, and to provide incentives for attainment. The final section considers whether incentives are best paid to schools, students, or their families.
