ABSTRACT

Along with full, productive and decent employment, the chapter argues for a set of coherent macroeconomic, trade and labour market policies that have an impact on wages and employment conditions. To achieve inclusive structural transformation, there is considerable potential from ‘greening’ the Bangladesh economy. In Bangladesh, inclusive and sustainable development depends on integration of growth-promoting macroeconomic policies with developmental sector (agriculture, industry especially manufacturing, and services) policies and redistributive measures, all geared towards creation of decent employment. The chapter argues that, for promoting inclusive development, Bangladesh should progressively consider more social investments in job creation and specific concerns of those excluded from the formal labour market. Some notion of equity is central to construction of inclusive societies and realisation of citizenship for which achieving inclusive development is critical. For practical reasons, short-term policy needs may be to put more emphasis on equality of opportunities relative to equality of outcomes.
