ABSTRACT
Chapter 4 evaluates current divorce law, explains its defects, and proposes reforms, consistent with the values explained in Chapter 3, that will enable divorce law to meet the needs of twenty-first century families. These reforms include a new administrative framework that would largely take divorce out of courts, easily applied presumptive guidelines to replace discretionary rules, and public service centers designed to help families in conflict.
