ABSTRACT

Under United Party policy a Federation of the Races will be established as the future constitutional form of the Republic of South Africa. Today the non-White communities deeply resent the fact that they have no effective say in the government and are dominated by the Whites. There are three approaches to the question of the qualification which should entitle a man to have the vote in South Africa. The reactionary White parties would award rights on the basis of race—it would be easier for a White man to get the vote than for others. Both Nationalist and United Party policies would give the vote to any White person even if illiterate. Second, there is the universal suffrage policy advocated by the Liberal Party, the Congress Alliance and certain other groups : the system of one man, one vote. Third, there is the concept of the qualified franchise. The Progressive Party chose the third way—the qualified franchise for justice and stability.
