Investigations of Anti-Slavery Society in Brazil and subsequently in Bangladesh and the Philippines provide the principal examples of tribal persecution in the non-Communist world. Some consideration will then be given to the treatment of tribal minorities in the Soviet Union, a country which does not encourage non-governmental organizations to carry out enquiries within its national boundaries. The purge of the more enlightened elements of FUNAI’s personnel and collaborators coincided with the passing of legislation to decentralize the organization. FUNAI could be said to have had a considerable proportion of staff dedicated to Indian welfare. There has never been anything ambivalent about the role of the Presidential Association on National Minorities (PANAMIN). PANAMIN has invariably worked ruthlessly against the oppressed ethnic groups of the Philippines. Ukrainian settlement in the Crimea has made a wholesale return of the exiles a difficult practical proposition, but Crimean Tartars would be willing to agree to a phased return.
