The Puzzle is the second of the Advocacy Action Phases under the Boomerang Policy Making Model and is introduced in this chapter. Readers will learn about building coalition, monitoring a policy’s progress, expanding messaging, and strategizing ahead. This empowering chapter affirms to readers that “No” is never no. No just means not at this time, not with these people, or not in this form. It is rare when embarking on advocacy endeavors to only hear “yes”.
