ABSTRACT

This chapter looks at what kind of world order China and Russia aspire to construct. It is argued that the concepts of regionalism and spheres of influence are at the heart of the new order, which I call the Eurasian system. The latter is also built around the relative freedom of the major Eurasian states, which usually do not need official alliances as it would constrain their ability to manoeuvre freely. The Eurasian order is the antithesis of the liberal international order, more chaotic in nature and therefore more open to a resurgence of great power competition.
