ABSTRACT

Pre-feasibility is examining various preliminary design options with a rough project cost. This chapter covers the major technical parameters that should be reviewed/re-examined. With the evaluation of the options, it is possible to estimate the cost-benefit analysis. While planning for airport development, it is essential to know an airport’s operational expenditures and revenues. Thus, this aspect is covered in this chapter with examples. Phased development leads to cost-effective development just in time. This is based on cash outflow and inflow analysis using net present value or internal rate of return. Construction costs of buildings and airfield pavements differ widely between countries and may vary between regions in the same country. An approach is included in the chapter, along with some guidelines for assessing the project’s pre-feasibility at a very high level. IATA’s guidelines on the financial assessment of the projects will be helpful for the pre-feasibility study.
