ABSTRACT

This chapter explores the third dimension of Yunnan’s actorness in international relations: capability. The chapter analyzes how Yunnan has exerted its external capability to make it more attractive for cooperation with neighboring countries. The chapter identifies three main instruments that Yunnan has relied on to achieve this goal: infrastructure development, economic statecraft, and diplomatic efforts. These instruments have been based on Yunnan’s locational advantages, such as geographic proximity and cross-border networks. Moreover, Yunnan’s new external affairs powers have allowed it to develop those advantages into useful diplomatic instruments. By utilizing those instruments, Yunnan has enhanced its economic competitiveness and diplomatic influence in the region.
