JUUL Labs designed and produced the JUUL product, which is an e-cigarette with a design similar to a sleek USB, looking much like a flash drive device. A JUUL contains two components: the device and an e-liquid cartridge, also called the “JUUL pod.” A user inhales from the device, where heat turns the liquid into vapor. JUUL pods contain nicotine salt, various flavors, and other chemicals. The US FDA published a rule requiring that electronic cigarettes be regulated, beginning in 2016. As “­e-cigarettes contain nicotine derived from tobacco, they are now subject to government regulation as tobacco products.” JUUL Labs' plan outlined several initiatives, including discontinuing the sale of certain flavored pods, such as mango, cucumber, creme, and fruit, as these attracted youths. Consumers over the age of 21 could still purchase these flavors online, however, the company explained that they would be strengthening the age verification process to ensure that purchasers met the age requirement.
