ABSTRACT

The rule of the proletariat in Soviet Russia met with bitter opposition on the part of all capitalist countries. After the conclusion of the World War, the Imperialist Powers engaged in armed intervention in Soviet Russia, using the Chinese Eastern Railway, which had been constructed by the Tsarist Government, and was intended for an aggressive weapon against China, as one of their bases of attack. The Chinese public rejoiced upon learning of the contents of the first declaration, and expressed their feelings to the Soviet Government. In the summer of 1922 the Soviet Government sent a first-rate diplomat, Joffe, to China. Joffe categorically disavowed the most important clause of the first Declaration, stipulating the restoration of Chinese sovereignty over the Chinese Eastern Railway without compensation.
