Left-wing activities began to seep into China, making use of the Soviet Embassy in Peking as their centre of operations. The Peking Government was at that time headed by Marshal Chang Tso-lin, a very anti-Communist warlord. After the resumption of Sino-Soviet relations on May 31, 1924, the Soviet Government proposed to China to elevate their respective Legations to Embassies. The Soviet Government was naturally very indignant over the incident. Mass demonstrations were held in many Soviet cities. As to the nineteen prisoners of Soviet citizenship arrested in the Soviet Embassy, as well as Borodin’s wife and the three postal messengers apprehended in Pukow, the Peking Government decided that they should be tried by the Peking Supreme Court.
