ABSTRACT

Information-based tools are those based on the last of the four categories of resources set out by Hood: ‘nodality’ or ‘centrality’ or, as we have defined it, being in a position to monitor and communicate ‘knowledge’ or ‘information’ to target groups in the expectation this will alter their behaviour. These are the ‘sermon’ in the ‘carrots, sticks, and sermons’ formulation of policy instruments.
