ABSTRACT

This chapter presents an approach for those that must put forward significantly disruptive plans or that are involved in coordinating shifts in how critical infrastructures and services are organized or delivered. A paradigm can be described as a model or something similar that is typical of a population. The hybrid work model allows workers or contractors to utilize the benefits of both working models of a remote or telework working model and an on-site premise working model. The paradigm shift that comes to play when looking at the social and economic interactions between infrastructures can be described in the context of entanglement. Measuring a critical infrastructure sector is somewhat different from attempting to measure entangled systems. The complexity of critical infrastructure today, particularly in its unstable environment, leads to a condition where there can still be progress but also effective oversight.
