ABSTRACT
No one could doubt that the people had spoken on May 5. The only question was, what had they said? The referendum had offered the voters a single choice: take the constitution or leave it. Their reply—and that by a narrow majority—had therefore been essentially negative. It was the task of the party leaders to read into the results such positive indications as might be discovered by a process of combined common sense and intuition.
