ABSTRACT

The chapter provides a summary description of the impacts of physical and economic displacement and the persistent failure of livelihood restoration to prevent the impoverishment of those who (have to) make way for development. Reasons for the failure of livelihood restoration are identified, key amongst which are a failure to understand the household relocation and recovery process and, within this context, adequately define and assess livelihoods. It is proposed that the livelihood restoration objective is better articulated as livelihood re-establishment and development. Further it is recommended that a livelihood perspective be applied to the entire resettlement process, including consideration of the predictable impacts of project development and induced socio-economic development within the project area of influence (and beyond) on resettlement and livelihood trajectories. The chapter then describes key considerations that frame the approach set out in the book. It concludes with an outline of the structure of the book and the contents of the chapters.
