ABSTRACT

Chapter 5 explained why and how Tunisia’s energy poverty, apolitical and institutional military structure, and the high strength of protests influenced the military’s behaviour during the 2010–2011 uprisings. In this part, this chapter examines the same factors that affected the military’s actions in Libya during the conflict. This section argues that the Libyan military behaved differently because (a) Libya is an energy-rich state, (b) the Libyan military had a patrimonial and political character, and (c) the protests were armed and therefore less strong and effective than in Tunisia.
