ABSTRACT

Boutros Boutros-Ghali served as the sixth secretary-general of the United Nations between 1992 and 1996. He was the first African and the first Arab to occupy the position since the world body was created in 1945. This chapter highlights his efforts as secretary-general to promote global peace and security. Boutros-Ghali was the most intellectually accomplished secretary-general in the history of the position. It is significant that Boutros-Ghali was elected the first UN secretary-general after the end of the Cold War and the ensuing “unipolar moment”. This period witnessed the reunification of Germany and the dissolution of the Soviet Union, leaving the United States unchallenged as the world’s sole superpower. The concept of “peacebuilding” that Boutros-Ghali elaborated in Agenda is now associated with the multidimensional missions in places like Angola, Mozambique, Somalia, Haiti, Cambodia and Sierra Leone where efforts were made to adopt a holistic approach to peace.
