ABSTRACT

The Police Act 1997 established the principle of National Service Authorities as corporate bodies modelled on the structure and function of provincial police authorities. The members of the Service Authority must keep themselves informed as to the operation of established complaints and disciplinary procedures within the organisation. Draft service plans will be submitted to the Authority by their Director General. A Clerk to the Authority must be appointed and other officers and employees may be appointed to enable the discharge of the Authority’s functions. The Authority will arrange for its publication, but if the published plan differs from that submitted by the Director General he will be consulted before its publication. The Authority must keep a fund to be known as the service fund. All receipts and expenditure to and from the Authority must be paid from this fund and full accounts must be kept of all transactions.
