ABSTRACT

This chapter begins by discussing the connotations of territorial consolidation and rehabilitation at different stages. Three are four stages, namely the initial stage, the development stage, the comprehensive evolution stage, and the connotation extension stage. According to people’s practical needs, territorial consolidation and rehabilitation should have the functions to reasonably adjust the spatial structure and layout of “production, living and ecology” of the territory. The purpose of the practice is to meet people’s demands for production, for life improvement, and for ecological protection. The overall goal of China’s territorial comprehensive consolidation and rehabilitation is to improve the utilization efficiency of territorial resources, shape a regional “production-living-ecological” pattern, and promote the integrated development of urban and rural areas, thus giving a new impetus to economic transformation and development.
