ABSTRACT

In response to coordinated development, this chapter is designed to explore how to formulate the policies for territorial comprehensive consolidation and rehabilitation by a combination of China’s practices such as three land management red lines, land quota exchange for urban-rural construction, collective construction land transfer, homestead management system reform, urban inefficient land development, and eco-compensation system. The purpose of this chapter is to put forward scientific and effective safeguard measures for the implementation of territorial comprehensive consolidation and rehabilitation, with a focus on design incentives and guarantees.
