ABSTRACT

A complete evaluation and impact assessment system is presented, starting with a section on terminology. The meaning of value and evaluation is discussed, with different perspectives on valuing events or determining their worth, being an important factor. An overview of the theory for evaluation is provided, covering professionalism. This includes a discussion of complexity and theory-driven evaluation within several paradigms, such as positivism versus interpretivism and advocacy. A detailed examination of the subjects and objects of evaluation and impact assessment is presented, and the forces-pressures-state approach is described as an important evaluation and impact assessment (IA) tool. Advice is given on the nature and methods of social, cultural, ecological, built environment, and economic impact assessment, including the nature of proof and evidence. A detailed assessment is given of the relationship between legacy and leveraging, with ideas on how a legacy can be operationalised. Comprehensive benefit and cost evaluation is recommended, with advice on how to detect winners and losers.
