“Funnelling theory” is a prevention-oriented concept, not an improvement of the system. An institutionalised social credit system first occurs in the quality of goods and counterfeiting and then gradually evolves to all fields of society. In the economic field, the State Council issued the “Notice on the Nationwide Launching of the Work of Clearing ‘Triangular Debt’” on 2 April 1990 to clear the problem of “triangular debt,” which was a prelude to the systemic project of the social credit system construction. The so-called “funnelling” is actually a figurative metaphor. In a sociological sense, in modern civilised society, every individual's socialisation process goes through an optimal formalisation and standardisation process, which is also the process of forming his values. In contrast to the suitability of credit “funnelling” measures for high-school students, the highly socialised adult population has a variety of complexities that make effective control difficult.
