ABSTRACT
One of the main ways international environmental problems are addressed is through the creation of global environmental institutions; there are now more than 200 of them. This chapter introduces some of the problems that make addressing global environmental issues difficult, including cost, uncertainty, and time horizons. It also discusses the ways that institutions can help address these difficulties and introduces the plan for the book.
