ABSTRACT

In the majority of inquisitions, the feodary was a member of the commission. The prospective guardian accordingly entered upon two quite distinct transactions: the lease of the lands upon an annual rental basis, plus an initial premium; and, secondly, the purchase of the wardship for a capital sum. The leasing of the lands would be done by indenture; the granting of the wardship by letters patent issuing from Chancery, on the receipt of a signed bill from the Master of the Court of Wards. Looking back over what must have seemed an endless, timeless journey, one is a little amazed that anyone could have embarked upon it at all. In Sverdlovsk region it is done by 203 building and assembly organisations of 30 Ministries and Departments, often working side by side in one district or even in one street’.
