ABSTRACT

The chapter will look at different aspects of counter-extremism narratives in Pakistan, such as: Why is it imperative to study and build counter-narratives? What state-led counter-narratives have been developed, and which social segments have been involved in developing and disseminating these counter-extremism narratives? Has the counter-narrative been successfully disseminated and reached the masses? How far do the efforts counter the existing extremist narrative? While looking at these issues, what is most interesting to study would be the state’s role, which has been the main sponsor and supporter of extremist narratives during different periods. Counter-narrative building and dissemination remain a challenge in itself due to the state’s continuous endorsement of the existing extremist narratives. It is essential to point out here that counter-narratives do not imply counter-messaging only; they may include government-led initiatives depicting the government’s stance, policy statements, deradicalization strategies, and civil society movements. Hence, when we study counter-extremism narratives in Pakistan, we would also be looking at the government statements, policies and implementation regarding extremism to grasp a comprehensive understanding of the issue.
